So... it only works if you send out 1 or 2 at a time? As chrismanjc points out, there's not enough track at the top switchback to allow a full 3 wagon train through.

There is not enough track at the first switchback to accommodate a 3 wagon train. The switch arrow remains red.

And yes, it is possible to reverse trains without failing the Do not reverse trains condition.
If you are wondering why you can't upgrade trains, just try upgrading one and see if you can beat the level. 😉
