I love this mod and cant play without it :-)
The last time i tested the mod the AI seemed to be properly bound by the same mod rules as the player
I don't know how the game determines the research rankings, since the AI gets a lot of bonus they might fudge the numbers a little
The way i test is by checking the number of affinities of the of the AI in question (in the diplomacy menu)
For T3 tomes they would have at least a total of 22 affinities, but you also have to check the level of the ruler to take into account the ammount of signature skills they might have and maybe any extra heros that might grant 3 affinity

Yeah that parameter doesn't seem to do anything, its just something that was probably relevant at some point during development but got changed
I kept the same values as vanilla just in case though

Yes, thats what it says in the mod description
Only after x4 T1s will you unlock T2s
And only after x4 T2s will you unlock T3s
And only after x3 T3s will you unlock T4s
And finally after x3 T4s you will unlock your T5
In these "Chapters" there's an entry called "Tier Settings" where you can manipulate how many tomes are available for selection
I use these settings to lock down tome selection
You had me doubting and still hadn't tested the AI properly so i created a test mod where i locked out tomes completely and started a new game
Each ruler starts with 6 Affinity points, and by turn 15 they still hadn't gained any new affinity points
After that i ran a normal game with a test mod that reduced tome cycles (from 4 skills to 2) and in this new game by turn 7 each AI already had gained 2 affinity points
So it seems the AI gets affected the same way the player does
For example, if it affects the interface the AI doesn't use an interface so it wouldn't be affected.

Do you have any other mods? Do you have a savegame that you can load back to and test it out?
I'm not sure if I was just not paying attention, or if this is intentional - do you need 2 tomes of the same affinity, to unlock the level 4 tomes? I noticed I only had the 2 t4 astral tomes available when I unlocked T4, but I thought I had 6+ affinity in several lines.
I think this is a vanilla bug. Can't say for sure but I remember having this or a similar bug when playing without this mod as well.
Regarding the limits, each player has their own preference for this and i would have to post a new mod to the workshop every time someone asks for a different progression
If you want i can post a guide on how to do it yourself, its not very hard and all the mod tools come pre-installed with the game
