[*]When I've checked I've noticed that I built land on the outgoing sea traffic. Sea routes will be updated shortly!
[*] For crime rate, I am not sure if I understand what you meant, but when I play the scenario it shows 7% on my info panel, so probably that is a game bug as you mentioned. Of course if it makes you less than 2% it is very hard, but unfortunately I don't know right now how to solve this.
• No oversea traffic, neither passengers nor cargo will be possible, as the outbound connections is crossing land.
• Possible a game bug, which has influence in this case: The crime rate shown in the scenario aims is about 4 times the rate shown in the info panel. May be hard to get crime rate under 7% for winning the scenario, when you have to achieve actually less than 2% in the panel.
