Not only that though!
Citizens above age 21 will never study at all if no Dorms present! Even if Uni is in reach.
Having at least one will save you from the situation where you have almost everyone with "secondary education" but constantly lack the "high educated" citizens.

In case some people, like seals, don't know how dorms work exactly - citizens with education development 1.0 or higher, below the age of 20, out of range of a University, will temporarily move to dormitories to study in the Unis.

Take that with a grain of salt, but Im pretty sure that's how it goes.
