as vanilla.
it just enable all fusion and all items to be droppeble, and all items for all races. for higher item fusion etc. there is the improved_fusion mod ^^

this was mostly just for people who where interested in how etc. and if you just want it enabled (honestly making all items available to all races has some unwanted effects. so i suggest using one of the others if its for a fun run ^^

What is the highest tier it can fuse? Purple? Purple unique or Gold?
