Silver is a modded resource from Extended Tech Tree Mod and is not included in the base game. So if you don't have that mod installed and are not finding any silver, then yes that would be normal.

need to add this now because i have no silver, but still first planet,

Version 1.1.0 supports Cosmoteer 0.26.2.
Previous versions of Cosmoteer will no longer work with this mod due to changes in how asteroids are spawned.

Version 1.0.1 updates the supported game version. No other changes were made.
