Ah, that's really weird, because the tiny dock as a depot, accessible with road, works fine.... Or maybe the access is the question?

It should work, as it is accessable via footpath. Atleast it worked for me in my playthrough.

Tiny passenger dock cannot be constructed in realistic mode.
