It doesn't, it just uses ent_remove. I can protect my npc from this command and protect the qtg_hacker_removeall command from being used anywhere besides the console. Wait for QTG Hacker 2.0.

This weapon is using hacker_removeall to remove QTG Hacker npc, this command is made by a creator himself to kill the npc.
