super fun item, great job on the presentation! i do think it's a pretty strong personally, though, especially when you stop getting shops. i'd maybe bump up the costs a little, and add overlap between the price-to-quality tiers. maybe something like
q0: 0 - 10
q1: 5 - 25
q2: 15 - 45
q3: 30 - 70
q4: 50+

this item seems really cool, but for showing up in three pools at a weight of 1 for being a pretty good quality 4 seems a little much, maybe reducing its weight in the treasure pool could help

speaking of item pools, since its a mom item it could be cool if it could show up in the mom's chest pool in home, maybe also at a decreased weight like red key or mom's knife do

my idea for deep pockets synergy is that it gives you an item and a golden trinket. If you have 999 then it just does Death Certificate effect because you are basically buying yourself whatever item you want at that point.

the plan c idea would be interesting if you have deep pockets and use an exorbitant amount of coins

i feel like a better alternative would be to double the prices for tainted keeper, but it would be funny if it was plan c

What quality is the item itself?

This doesn't seem that busted at all, unless you're playing T. Keeper or have some sort of synergy that just gives you boatloads of money. Now that's not me complaining, I think that's a fine idea. My personal suggestion would be to make it so that it gives you an item for the pool of the room *that you're in.* That could be fun.

Also, on a side note, I think it's funny that this would add a second, completely-different functioning Credit Card item to the game. Maybe change the name to Mom's Debit Card or something? It's not that big a deal, just a nitpick really.

it used to be 41+ for a q4 but its too little Lord Nicodemus

Finally, portable shop but only bad items
(cmon, even if you completely avoid buying shop items, you probably won't be able to afford more than one quality 4 item and a 1-2 quality item in a single run, unless you are keeper or get a game break).
