There is a know rimworld bug that prevents the CE patches from loading if you have multiple copies of CE, for example a local version and the steam version. If your guns look like vanilla guns remove all the extra copies of CE that you may have and it should fix itself.
In theory this only happens when you have a local copy and a steam copy but use the steam copy.
