Since author didn't add more info, here's some details:

Ignite a conflict: +2 world tension (min tension must be 15%)
Appeasement policy: -2 world tension (min tension must be 15%)

Fire of Revolution: +3 world tension, -5% stability & +5% war support & +0.25 daily commie support for 60 days (min tension must be 30%)
Rise of Nationalism: +3 world tension, -5% stability & +5% war support & +0.25 daily fascism support for 60 days (min tension must be 30%)
Freedom and Independence: -3 world tension, +5% stability & +0.25 daily democracy support for 60 days (min tension must be 30%)
Policy of Neutrality: -3 world tension, +10% stability & -5% war support for 60 days (min tension must be 30%)

Grouped items are mutually exclusive, can't select more than one of same group.

@udkudk I made this mod for myself and just threw it into free access, because I'm extremely lazy to modding now, when I'm not too lazy, then I'll make something decent out of it and redo some decisions.
