i have no idea how to do any of this but why not have a mod that gives you the option to customize your buildings etc and design options for your units?

No plans to add a Scoia'tael playable civ at the moment

Is it possible for a scoiatael faction to be playable?

Again, I love seeing different versions of the same "faction", so this could end up with a major scoiatael kingdom fending off petty warbands!
