It's hard to take a comically evil empire seriously if they're using asteroid pirate wannabe ships. This, it looks royal enough to be imposing, but also rugged enough to be convincing
It replaces the menacing ships. The ones you get from picking the 'Become the Crisis' perk.
It is NOT a shipset to pick at empire creation.
I've seen the four prong golden one that looks like a SC1 carrier as an event spawned construction ship.
Unless NSC2 makes changes to menacing ship types, I would imagine that it doesn't.
The cruiser model seems to be completely abandoned. I distinctly recall seeing it as part of a rogue AI event where it protected a system, but that was years ago so its hard to recall all the details. There seems to be no way to acquire it in the vanilla game.
These ships are so incredible rare that most players will likely never have seen either one of them appear even once in all their playthroughs, but it does happen.
