Because all team fortress 2characters have a slightly different bone structure and body shapes(heavy has shorter legs and longer hands etc). The name and number of the bones are the same, but the shapes and lengts are different and I would need to create all the animations for every model.

On the other hand... humanoid HL2 characters share the exact same bone structure and starting pose + they have more lifelike shapes. Easier to record movements on them and copy to other models.

You didn't read the description. This works best on HL2 models because they share the same bone structure but this does not mean you cannot copy them to other models.
