Combine soldiers are humans with their humanity completely removed. (husks of humans with no other purpose than to serve the combine). They are simply apart of the combine, not actually combine. Also im pretty sure "combine" is the name of the faction not the actual species name.

Thats why they are called overwatch soldiers(ingame combine soldiers, but this is actually false, the real combine soldiers are on their home planet and they are synths not human)
