Same. I completely forgot I had this installed because I've never seen the EWS or the ACA.

This is not currently working properly for me. It reduced the bomb shelter's population loss modifier as expected, but didn't add the Early Warning System or the Aerospace Control Agency. I played the game all the way up through Future Tech and never had the option to build either.
