Report a translation problem
1. No, they spawn in random towns as specifc towns script is not present in this version of the mod
2. It probably would be once town specific spawns are added, still thinking as to how to approach that issue once it arrises but again, not a problem since town specific spawns are not a thing right now
1. do the vehicles spawn in the appropriate towns, and not in random towns
2. If so, is it possible to disable specific departments if you don't currently have the map related to that department?
But just to be clear, i do want to port all my current and future addons to that animated version eventually but its unlikely to happen before B42 in case mods get broken
1. Yes, town specific spawns is something i absolutely do consider, right now only sort of two roadblocks to that is: firstly, im not entirely sure as of now as to how i would handle dealing with issue of workshop maps, will i add extra submods to get town specific spawns for those running or maybe something else? Secondly, its just me not being that savvy in coding, although i do have few folks in STFR team which might help with that
2. While script wise it would be much faster, turning all skins into just retextures would also come at several drawbacks like removing unique sirens assigned to the cars of respective departments, forcing me into only one type of lightbar texture (and also no more slicktops)

Partially out of time restraint and partially due to nature of KI5 textures means they're hard to modify with my limited abilities and programs i use

Also, would you be open to changing the siren on the police vehicles? IIRC it's a Whelen 295HFSA6, and I don't think it was in existence around the 1990s - the Federal Signal Touchmaster would be more accurate to police vehicles of that era IRL
1. Its safe but they can only have chance to spawn in areas you've never been to, so i personally wouldn't recommend
2. Military Police is part of this mod, it just didn't have images of them included on this workshop page
The other KES mod is ONLY military police as few folks didn't want to wait for full release (this mod) that would have included those
Now that still leaves few things i still wanna add but..yeah hope that narrows it down
Hope you didn't mind that I made and sent a compatibility patch to the guy behind this mod that complements Better Car Physics ; makes handling these vehicles much better with BCP installed.
I would suggest and I personally think it would be a good idea to lower the volume of the sirens.
Compared to default vehicle sirens etc. it just seems way too loud
BUT, i can tell with certainty that town specific spawns update will be a thing at some point part of the mod, i made some inquieres about this from more code experienced folks but not for now

I believe what happend was, seeing as you mentioned KESVpack instead of KESVpackR(emake) i guess you were using the old, unsupported and soon to be deleted original KES which was, indeed, deleted off the workshop a while back
but i don't see how'd that brick your game lol, save that was running it sure, but game? nah
