That is currently not supported. If you want to change it you will have to edit the "zeus_synchro.sqf" file and adjust the costs for zeus actions there.
loving the gamefile, but Im curious how to give zues abilities because it locked for me as I cant put down any assets. where is the section in the file where I can change the properties/abilities of zeus?

Yeah well that probably wont work. Zeus is limited to chaning grouping and giving movement orders.

LCtrl +Space is supposed to open 'High Command', I believe? I've used it in vanilla as well as with the, "Hurtgen Forest - Kall Trail" mod?

To control AI squads with zeus just order them normally. If you group them up with you in zeus you can order them as AI squad mates. Not sure what Ctrl+Space is supposed to do tbh.
To start a new campaign open the mission params when in the lobby, you can delete your progress there.
I's probably me, or something that I'm doing wrong, because for some reason, I am unable to 'take control', of the ai squads that I have built at my 1st FOB? I have tried pressing LCtrl+Space, but nothing happens?
I built/recruited the squads from the ready-made tab, not individually. Having built/recruited these squads (x2), + x1 Zeus squad, and used up my initial manpower., I thought I'd close the game and try again the next day; hoping that it would give me an opportunity to start a new campaign, alas, I just start back, same as before?
How do I start a fresh campaign? I am using my own dedicated server, launched in MP, but playing sole (or hoping to, lol)
No other Zeus mods enabled, but I have tried it with them since, as well, with no difference?
I do have a few other mods enabled, though, so could they be the problem? I'll try again, without any of them enabled, and see if that sorts it out?

Read the first message I sent to you again, it explains it. You have to use one of the halftracks to build a base first. Then when you are close to the base it will give you a bunch of extra options (no need to look at the base, just be close to it).
The build option is selected when i look at the car by scrolling the mouse wheel i guess? i dont have that option.
You can only get AI by building them at a base you constructed, zeus only lets you command units and not build them.
When you build them there is two buttons. One will put them in your squad, the other will make them only be commanded using the zeus interface.
There is a halftrack on the road (open back, unarmed) which you can take and drive into a field (away from the starting base and away from any enemy location). Then when you get out and look at that vehicle you can use it to build a base. Once the base is built you can recruit AI units.
This is literally the original liberation by ZBug as is written in the description, its lucky I got his permission I guess.

Nah the DLC have no impact on it, though I fail to see what could cause this inconsistent behaviour.
Never had the issue, neither dedicated nor local. Since it works for your friend it also can not be related to the steam upload which was another guess I had since I was testing with the "uncompiled" version. But that be ruled out now as well.

What happens AT TIMES, is when you unsubscribe from Steam, it just set the 'Hidden' attribute for that folder. IT IS STILL THERE. (The 'who/what/why' on this, I can not answer.)
So, when you re-subscribe, it just UN-HIDES IT!
And guess what? YOU HAVE THE SAME PROBLEM ONCE AGAIN!
Also, and I CHALLENGE ANY TO PROVE OTHERWISE (with proof), file verifacations, HDD read/writes, transmission protocols, etc. - NONE ARE PERFECT! You CAN GET ERRORS AND NOT KNOW ABOUT IT!
GRANTED, the number is VERY large, e.g,. HDD error rate is for every BIT, there is a 1*10^12 chance of the bit BEING WRONG.
SO, to ENSURE the BEST outcome:

ENSURE it is ACTUALLY DELETED, NOT HIDDEN
Re-Subscribe
Other things to examine:
Corrupt OS
Malware/virus
Bad/failing HDD (platter/RAM) sectors

Loaded the mission to verify and yes, it works just fine on my end.
I can build the units and see them in the zeus interface and un/group them, give waypoint orders and such.
Quite frankly I have no clue what it might be on your end. You can try file verification as well as deleting and redownloading the missionfile and resetting the savegame (via mission params).

* Enabled permissions
* Recruited a group of soldiers using Build( zeus)
* Open up zeus
* still no soldiers :( only seeing myself & a halftrack

Are you using the commander slot? Check if you have the permissions system enabled, if yes also that permissions are available for yourself. Make sure to not have any zeus related mods running. Sometimes it takes a few seconds for the units to show up too.
When you build troops there should be two buttons, one to have them built as part of your squad the other to have them built as zeus units.

The arsenal support hotkeys: CTRL+S for saving loadouts, CTRL+L for loading them.
My apologies if this question has been addressed already—I searched through the comments but couldn’t find a definitive answer.
Is there currently a way to save loadouts persistently? While the "SET FOR RESPAWN" option is available, it only works for the current session. If a player disconnects and reconnects, they need to redo their loadout from scratch.
Any guidance or tips on how to address this would be greatly appreciated. Thank you for your time and for sharing such a fun mission with the community!

The above path will contain ALL Steam downloaded mods.
Do yourself a BIG favor: MAKE A SHORTCUT TO THIS FOLDER! You will NOT regret it either! ;)

No idea where steams saves them by default, you should be able to google that though.
The markers come from radio towers that mark enemy units within range. As units move the markers are not 100% on target but just a rough indicator. Sometimes they also mark stragglers or surviving crew, meaning it might be anything from a full squad, vehicles or a single man. So sometimes it can be hard to find what they are pointing towards, especially if you are on the ground.
Like I said, bring it back to a FOB and you can recycle it...
