Because it cant be played in single player, host a local server and you can play it alone with ai that way.

Not supported by default, you'll have to add units to the players group in the editor and write scripts to have them respawn.
Or simply follow the existing AI squads around.

You need to own the Spearhead DLC, if that is installed just hit subscribe, then host a local server and you can play.

Its a mission, not a mod. So to find it you will have to host a local server (or dedicated one) and then look under the mission list for the normandy terrain.
