Thirded, no welfare payments with a welfare law reducing SOL whereas having the no welfare law doesn't reduce SOL makes no sense

Agreed with EinZwei, would like this to just manipulate welfare payments alone rather than change standards of living if that's workable.

I like it in concept, but the idea of adding a flat reduction for SoL for low welfare doesn't make that much sense; it means that having no social security would be better than a little bit because at least with no social security the lower strata's SoL is only determined by their income.
