oh cool! i tried to use it in the Guardian scenario but, couldn't find the tech in the research tab!

Ahh, I found out that you have to RIGHT click on the unit with the person you wish to clone and have them put all the resources in. I found it best to draft all others to insure the correct person gets cloned.

after you create the certificate, how do you use it to create a clone of one of the survivors?

What's your definition of Health conditions for the non-Blank clones? Connor's bionic eye killing him, Carter's dementia, Jack's cirrhosis?
It'd be a serious "attack of the clones moment" if Carter's dementia was removed for his clones. Just spam that guy and have them learn skills super quick.
