It is no longer possible for the enemy to keep the Luxury Restaurants and Fish Meal Factories when capturing Peruvian cities containing these buildings.

After restarting, the Peru mod was fine, no crashes. Must have been a random thing, unrelated to your mod.

The game with your mod crashed at a late stage when I was building fishmeal factories and luxury restaurants.
