Report a translation problem
The mods updated a lot of things, so probably will have many broken civics
Let me know how your experience is with it.
SO we might say it's working, just deletes governmental civics of GVP in order for RC to run
Then I tried to swap BB and GVP in loadorder (bc that's how they stood in my collection) which didn't help in any way
Then I ran GVP with Ruling Class and patch only and RC still supresses GVP :/
And steam issue! I almost forgot how weird steam can be with mods. Will check that after the test.
I hope this does not sound tedious but...maybe experiment with the rest of your load order. I use this in a playset of 212 mods and it is right near the bottom of my load order.
I loaded up my modlist tho, (with the load order described above) and...I could not replicate your issue. the GVP Civics still appear for me. I actively use the civics especially in my latest empire.

• Government Variety Pack
• Ruling Class (optional, I use it personally)
• Ethics & Civics: Bug Branch
• Bug Branch + Ruling Class + Government Variety Pack Compatibility (this mod)
• Ruling Class + Bug Branch (if you're using Ruling Class
