The issue is "balancing" because NPCs don't have aim time penalties. Combined with the feedback/reports from SS/SSC, plenty of people have complained about "immortal" NPCs and the no-sound gun shots when shots hit players.
A combination trying to account for issues with default settings (Players apparently do 0 damage to NPCs) and other mods (Advanced Trajectory), plus me needing time to cope and design and implement this is... yeah.
