Halloween restricted, but beyond that I also think the eye shouldn't move. The pupil can shrink and grow, but the moving is a tad too much. I'd also suggest putting the hand in the back so the eye is more centered and indicative of where the head hitbox is.

this would be awesome as a halloween-restricted item, though I do wonder how it would interact with other cosmetics.

This item would make snipers all over TF2 disappointed (they would not be able to shoot the wearer's head)
