The research station may be obtained via Science Outpost trader. It's fully operational, but it can't be repaired once it has 0% durability.
No repair option is present - just rewire or detach.
The detachment doesn't help. Moreover it couldn't be placed on the wall in this 0% state.

I don't know if it concerns less damaged state or not.
