does this allow you to form a federation with your vassal, or do i need a separate mod for that?

This mod has been updated for 3.12.2, with improved tooltip details to make clear all of its effects.

I don't think this mod is working anymore as of 3.12, the diplomatic option to form federations is not even being displayed.
