iirc I fixed this in Il Principe, you can compare the files to see what was changed.

The tooltip of how much the army levy will cost is incorrect or not charging me enough. Cost around 800, my coffers barely change.

There's also a version that includes Putmalk's excellent Civ 4 Diplomacy Features.
