Well, that's exactly what they do. Each mod is nothing more than an xml.ext file that changes the behavior of loyalty drop from a new city from -6 to 0. Being on the workshop just grants the convenience of subbing to it instead of having to code it yourself

Question if you don't mind, whats the difference between the changes these mods make and editing a single or 2 xml files? Personal curiosity
