i think the cigarette holder should be paintable not the hat itself due to how much it takes up

Hats've been paintable for 13 years and have never been an issue with team recognition; stop poorly parroting opinions you hear from Youtubers.

Zesty's video was focused on cosmetics that can actually harm team recognition. this is a hat. this is not a shirt.
if you see a fully red soldier with a green hat and get confused at what team they're on, i don't really know what to tell you

Because it can confuse players. There are enough hats in the game that could make it confusing already (like that one pyro set Zesty had in the last video i believe). Don't know about you, but when im playing team fortress 2 i like to know what team the player in front of me is playing on.

You don't need to remove the hats paintability, just make it a smaller piece of the hat (like the band) then making it the entire thing. The hat already look fine, just let the hat be like 20% total paintable instead of 90%

Change the paint region to either the hat strap or you know- THE MUSTACHE and it'll be great

The paint region is stupid, it would honestly be way better if it was only the cigar box

It's super close to perfect, but i gotta say the paint regions are a bit weird, maybe making the line along with the cigars paintable rather than the whole hat would be perfect. Otherwise, well done.
