I wonder what could create that issue… Another mod colliding, maybe.
PS I looked up your google doc - theatre squares without a broadcast centre, but otherwise fully built, are not lighting up for Nietzsche...
Could this be because I am playing America (FDR mod) and have film studios instead of broadcast centres?
I'm looking to commission someone to make a Civ option for Civ 6, let me know if you're interested.

my amphitheater changes will probably stack with whatever he did to the amphitheater in his theater expansion. if what you want is a balanced experience using both mods I'm afraid I won't be able to help because I haven't played with 6t or district expansions so I don't know how he set up his balance
