Why is it that hats with paint regions're suddenly unacceptable? It's been a Valve-feature since 2010 that so many people happily embrace, so why is it now an issue that the community makes cosmetics that're compatible with that feature?

Turning Engie into a Wild West bandit makes a lot of sense thematically.
Having his goggles peaking through however would be very visually unappealing.
This is no more illogical than the similar items you’ve listed, in fact I’d argue it’s more so fitting as the western bandit with a small eye covering mask is an archetype of the western bandit. Where as outside of “scout reading comics” there’s nothing to tie him to said theme. I think a white see-through fabric eye is more “logical” or “plausible” than the concept of teleportation, so that’s not really an argument that holds much ground.
I'd also say a good balance of realism and cartoony within a similar idea could be the bonk boy, sidekick's side slick, or the bat backup. All three are pretty silly and cartoony while still making sense logically as to why the character wears them, which is that scout likes comic books and is dressing up in a basic outfit that represents comic book characters.
This on the other hand might make sense if the engineer had some kind of lenses built into the mask, since he's an engineer it can be attributed that he uses his own homemade makeshifty ideas. Right now though the decision to just white-out the eye slots not only would just blind him if it were a standard cloth material, but say he worked on the cloth to make it magically see-through like a deadpool or spiderman mask, the cartoony comic book style of it doesn't fit his character in my eyes.
And also it falls quite happily within Tf2’s balance between realism and purposeful cartoon logic.
Bandit masks are a thing.
The reason it has the white eyes is because it covers engies base goggles, which cannot be removed.
As for removing the paint. Practically every hat in the game has paint options. I won’t be removing them. You can just do what everyone else does and not paint it. Furthermore the paint here isn’t remotely egregious.
Paint region looks fine though, I don't see anything wrong with it.
