Only outside and where there's an actual snow tile.

with default settings on average you'll fall once every 250 tiles: 500 (because you're sprinting) times 0.5 (because sneakers are considered improper footwear)

damn that's why I was falling every second with slippery snow even when my military shoes were on. Thank you dude
