@Hec are you a Linux user ? Not sure if QTUI works in Linux build. This mod was released on rush, so I dropped oldgameui due to it could take time for me.
For now you can solve this issue by adding "-game blackops -oldgameui" in your Black Mesa launch options.
Gonna fix some issues that available in this mod after I finish and release HCAD Restored.
But I think that right now I have the time to add proper oldgameui support, so, let me know if the tip will help you. Cheers!

I am unable to see any options in the menu, just a background with a sentry MG and that's it, please help, how can I solve this or activate the "-oldgameui"

I'm sorry but this mod is not worth the hassle of installing. Its better than the Original install which is...not good. However my issues with the mod are that compared to other mods like Military, Blue Shift,, Azure Sheep or Final Expedition its really...dissapointing. I was done with the mod in an hour and I wasn't impressed. There was no real story, the armor mechanic was just...not good and the Levels are WAY too short. The Designs of the level range from decent to jesus christ why is this room way too big and the custom assets were...okay. Maybe I had higher expeditions especially after playing Military where any part that didn't involve a sqaud was really freaking cool. I just...I dunno it just didn't like it as much.

How do I launch it with .bat or .sh? where do I do that?

it says: Setup file 'gameinfo.txt, doesn't exist in subdirectory 'blackops'. Check your -game parameter or VCONFIG setting. What do I do?

For some reason the workshop doesn't download the mod, it doesn't even show up in the "workshop" folder, however the moddb works.

Great port. Too bad the original game was crap to begin with. Seriously that ending...

Finally!!! I had played this mod once and it really great! good that it's compatible with latest BM. :D

somebody should make a custom HL2 Story where the Combine reached an alliance with the Black Ops along with the Race X to fight the Resistance since they reached an alliance with the HECU & Xen Aliens

found out how. they used the "bucket" value

apparently they did use the assassin glock. Still have no clue how they changed the weapon slot though

BTW hard course is not a HC after disaster remake, also how did they add a new weapon in tab 4? There are no regular gun type weapons in that tab. Not to mention the assassin glock is in tab 2 so they couldn't have used that
