Slate is not a good color choice here, since that makes it more blu biased and not very appropriate for red.
Also the witches are pretty forced and duplicating them 5 times doesn't help.
In general tf2 skins it should be composed of raw materials and somewhat abstract patterns with almost no identifiable images like the witches here.
Edit: To be more specific, have more stencils of witches doing witch things, like stirring a cauldron or petting a black cat. Keep the witch on the broom, but make them unique so no two repeat themselves right next to each other, if possible.
