The amount of time it takes to model, sculpt, texture & rig cosmetics for this game is way more time than you'd think, it'd just be a total waste of it to make content for the game just to have a go at people who disagree with you.

really mixed. at this point. its like 'oh yea soldier really likes raccoons and it fits with his character' on the other side. i know its always a jut of furry bait and it makes my sides heave in pain.

At this point a lot of these cosmetics are showing up to get attention from the initial Pyro Cosmetic that caused an uproar, this seems to be made to intentionally find bad actors so the authors of the items can point and say "Muh harassment"

Items need to be made with love of the game, not to spite people...

As cool as it'd be to dress up as Sly Cooper in TF2 for Halloween, I'm voting no because this is definitely furry bait.
