As for "converting" a model, I'm not entirely sure what you're meaning by that. If it's from some model download site it should already be in a pretty usable format for Blender (from there you can scale it to the right size - Rolling Line models are tiny - and export it as the proper type). If you're referring to converting models from GTA or other games (like you've asked me to do before), I've got no idea how to do that. It probably varies from game to game and you'd have better luck asking on forums for the specific game in question.
