Pōtatau Te Wherowhero was a very important figure from this time as paramount chief of the Tainui confederation and future Māori King, but he was a chief of Waikato which was not meaningfully part of the United Tribes. The United Tribes were dominated by Ngāpuhi, and for their most influential chief at game start I would nominate Tītore, Rewa, or Hōne Heke. In our mod we start with Tītore as ruler, Rewa as heir (he became the leading chief after Tītore's death in 1837), and Hōne Heke as a general and armed forces leader, though you could do something different and it would still be a reasonable historical interpretation. But bare minimum the leader of the United Tribes should be someone from Ngāpuhi.
