You are missing Ammo. Add some Ammo to the Ammunition container.

Spawned it in on perfectly flat ground, but whenever the "Turrets and Weapons" in general signals is active, the middle of the bay emits a constant clicking sound from multiple sources that don't quite line up, so the clicks change from being in unison to alternating. It's so annoying!!! How do I make it stop?!

The storage controllers also will have double the extensions needed for vanilla. Which doesn't mean they become unusable, but it is a bit of a waste of energy and cpu in vanilla.
