Can this be used by admin, mods, and GM that are not in debug mode?

Added Sound Effect radius selection with epicenter selector.
Introduced toggle (in UI) for global or localized sound effects; default set to global.
Added a direct play button for sound effects, removing the need for right-click to play.

It's server wide, all the players will hear the effect

I added support for addons (you can see the instructions in the folder with the addon), and I also changed the interface to be able to add more sound effects more easily.

Everything is great and i love this mod, but i think the church bell sound is bug, 'cause i can't hear it.

I'm checking all your mods, they look great!

Also, it would be great if there was a way we could add sounds by ourselves, like an "add-on" edition of this mod like the lifestyle and true music ones, but i think that would be too hard xD
