Two reasons:
if its happening while you are playing her Its because you are holding down the turbo mode input at the start of the match (UP+TAUNT). This is technically not supposed to be there, its a leftover from anglara. I'll remove it from her in the next patch.

If you are fighting the CPU, it is because level 1 Rusalka and Anglara CPU will always be turbo mode. its an easter egg type boss mode. If you want regular CPU battles against her its recommended you just stick to level 9

although she is very fun

for some reason she keeps going rainbow mode even when i'm fighting normal opponents. whats up with that?

Love this character!! Super fun

Great character. Only complaint is the f-tilt's first his doesn't combo into the second hit.

Nice, I really liked Anglaro (even more than Anglara's play style) so I'm looking forward to play another iteration.
