Well if it helps, just think of linear lights as goldsrc lighting.
I'm aware that the Valve Developer Community has helpful information on this kind of thing, I'm just dense in this department. 's gonna take me a while longer to fully wrap my head around how to use those values the right way. Since Hammer++ has dynamic map-previewing in-editor, maybe that could help me. I still use vanilla Hammer.
Linear boosts brightness by a 100 times, while quadratic boosts it by 10000 times.
Generally speaking, linear lighting will be flatter and illuminate a larger area, but it will not produce those very bright splotches.
You can also mix the 3 settings in different quantities to achieve better results, or combining different types of lights together, like a more powerful linear light for general illumination and a weaker quadratic light for glow.

I tried messing around with them in the past, but the most I got out of it was "Quadratic is an additional slider along the K value that sums up to the brightness of the light. Constant and Linear are for if you want to nuke the player's eyes with a flashbang" Part of that assessment also comes from trying to understand those values in SFM.
Also, if you are having problems with lights creating too large splotches on walls, why not switch those ones to linear instead of quadratic?

2: It was the best-fitting blue door texture that I had on-hand, sadly. Maybe in a future version we can get different textures for those doors.
3: The blue things covering the windows are curtains, I'm just not a pro at modelling curtains. Also I may have forgotten to mention that you can toggle them by pressing your +Use key on their supporting bars.
4: Also would have been resolved had I not forgotten to mention that.
I've done many maps in the past, and still a few more are in development. Stay tuned if you want to see more. (This is the only NGE map for now tho)
1. Light entity, lower it down a bit, From the ceiling.
2.Doors, the blue metal one, in one room used for wall closet. Would use a decent change.
3.The blue thing that covers windows, could maybe be replaced with an curtain module/prop for the window.
4.You can enter the balcony, well, I found it out, it is hard to know it, for an new player.
