Citizen Service is essentially Starship Troopers - Instead of being compulsory military service, in other words a draft or conscription (though that WOULD be a good civic to have), it instead is gating stuff like voting rights (or anything else relevant to your in-game nation) behind an otherwise non-compulsory term in the military. Hence the English Language version having "Are you doing your part?" as a nod to the old Starship Troopers movie in the 1990s.
