For instance, War Tycon could be a tier 1 promotion (like Ibrahim's Pasha); Cultural Pioneer is in line with Reyna's Harbormaster (albeit weaker since it only works in one district); America First seems a good tier 2; Covert Propaganda for all cities is OP, I would either decrease that amount for all cities, or keep 25% for the city the governor is in (which isn't so bad considering Pingala's Librarian); last but not least Foreign Strategist is definitely a tier 3 promotion (if you consider that you only get policies with diplomatic favor on Future Era, that's the most balanced you can be).
American Outpost is too strong for Masonry, can you make it work like other improvements that are enhanced as you get new techs (eg Château, Golf Course, Great Wall)? So American Post start a bit weak, but it gets better as you get these new techs just to keep it balanced?
