In regular Kenshi Attack and Defense increases attack and dodge speed anyway.
However FCS can't alter by how much sadly. As a mod tool its in general a bit limited
Thats outside of what FCS will allow sadly
Example: NPC with strength above 10 and NPC with strength below 10.
While in regular Kenshi each 10 levels gives the stronger guy a 1.5 times attack chance multiplier making them hit more often than the weaker character which also in a way makes the attack stat a sort of defensive stat too. On top of their hits being harder to block
