I think this fits Pyro as an halloween-type cosmetic akin to Blazing Bull, plus the opposition of ice and fire is fun I guess, but it looks pretty odd on the Spy...

I don't think this is a very bad item, but with the things others have mentioned I feel like it's both confusing and overly wacky for something not intended for scream fortress.

this is a multi class item because both Pyro and Spy interact with the spy cicle in some way. with pyro being countered by the spy-cicle, and spy.. yknow using the spy cicle. thought it'd make more sense then just putting it on every single class, atleast these two classes interact with icicles in some way.
