I just verified in my own game again, both the wood and metal version of this are working flawlessly for all of the different recipes. It could be a conflict with another mod if they use any of the same ID's as what I used in this mod. For items or recipes, though that doesn't seem all that likely.
I turned it of and on again and still didn't work, I will now uninstall that mod mentioned and see what happens but now I know why things were not working and I would move them back and forth to get them working again, lol didn't think to try and turn them off and on....It's why you are the brains of the operation
I'm going to guess that you are using the mod that disables device power when devices are not in use. That mod is what is causing your issue.

That's your problem. It's an "Electric" drying rack. It needs to be powered to function.

My mod version is V.1.03-031, I will unsubscribe and resubscribe and see if that might fix it

I've also tried to right click when having a survivor selected and still no resources
Also, make sure you have the latest version.
The previous version used crafting skill for loading it, which means service bots wouldn't do it. I changed that in the last update. The mod should show version 1.3 when you look in your mod manager in the game. If it's lower than that, it could explain what you are seeing.
Sometimes Steam doesn't properly update workshop items unless you unsubscribe than resubscribe. This is a Steam issue, but it happens to me with Stranded mods in particular quite often.
Also, it will only dry one recipe at a time, so if something else is already drying it isn't going to get to the smokeleaf until that one is complete.
