Report a translation problem
There is a community fix uploaded, but so far nothing. I think changes to the base texture are a little harder to get accepted due to the possibility of conflicting with workshop items, though I find it hard to see the baked shadows being one of them.
Though if the poly limit hasn't reached, and if there's available unmapped space in the texture, I'd try to cover them, although I still like the item a lot even if the change doesn't get through.
I don't think the lapels should be increased in width to cover them, they look fine as is, it's mostly a problem with the default textures, and how some item creators approached this problem by modelling it over.
By the way, the Marine style is the dark sweater one
About the baked shadows, we thought that the lapel did hide them fairly in game
Would it be possible here too, or, did you reach a poly limit? Some space on the texture to match the Demoman's suit / vest would be required too.
