May help you if you have units from the city and are low on the fue, it can also power the planes on airfield. In default air planes on airfield have empty tanks, these are two Ju-87 that can be used to start and drop bombs but it might be difficult to perform on this limited area.

It's happening like that due to script design. I setted only a few waypoints for vehicles when they are moving to the next stage. If you capture a lot of enemy vehicles, they can exeed teleport slots and spawn in cluster and flip over :)
I also had, when moving to the base to start with, issues of all the captured equipment like Russian machine guns and mortars being stuck together. Tanks and captured supply trucks were stuck next to them and if they moved they knocked the equipment over. It took a while to untangle them. My approach to your maps is capture and/or repair anything that can be captured :)
I played on HARD difficulty.
