If your legit not seeing it in the game's (not mod) options, where it should be....that's definitely not a problem with this mod.
The mod you reference is indicated as still being "WIP" and I prefer not to have to chase after updates made by another mod author in order to maintain a functioning compatibility patch.

For #1, I honestly have no idea what you're talking about, even after looking at the screenshot. Unless you mean how the buttons are scrolled off the side. That's due to your UI scale. You need to reduce it to fit them all if you use these mods. That also is a setting in options.
I have two issue about this mod:
1. The button on "schedule" seems incorrect.

2.The number of priorities I can set still only 5, not 9.
Do I miss something?
If it wouldn't be a time consuming thing for me to sort out how to do, I'd totally do it.
It never hurts to ask. At some point, if I'm feeling super ambitious, I might even take a gander and dig into it to see if it's lower effort than I'm guessing. Once the seed is planted...
Adding a scrollbar would be a significant amount of UI element coding, because the game itself doesn't already support scrollbars for the activity planner nor schedule. I honestly don't even know if it's possible, as I have yet to do any mods that require new UI elements for Stranded.
I have no plans to do all that legwork just to add a scroll bar when it already is fine at the most common gaming resolutions. At 1080p I could fit another dozen categories in there at the UI scale that I play at, without a scrollbar.
For that reason I avoid larger projects. I respect the work you guys are doing on Project X though, and am flattered by the invite. And being licked doesn't scare me, so that has nothing to do with it.
